On August 28, 2026, Union School District received the Certification of Election facts from the Santa Clara County Registrar of Voters, certifying that the district’s qualified candidates for Governing Board Member positions ran unopposed for the upcoming November 2026 election cycle. Three Governing Board Member seats were open this cycle, and three qualified candidates filed with the Registrar of Voters. Pursuant to California Education Code sections 5326 and 5328, the qualified candidates will be appointed directly to the Governing Board to fulfill their four-year terms.
Incumbent Trustees Sheila Billings and Aengus Linehan will continue their dedicated service to the USD community, each beginning a new four-year term when they take the Oath of Office in December. Trustee Billings has been a Board member since 2002, and this will be Aengus Linehan’s second year on the Board, as he stepped in last year through a provisional appointment. Thank you to both Trustee Billings and Trustee Linehan for their continued commitment to serving all USD students, staff, families and our community.
Joining them on the Board of Trustees will be Brooke Libman, who will take the Oath of Office during the regular Board meeting on December 15, 2026, to begin a four-year term.
This transition comes as Trustee Thomas E. Rossmeissl prepares to conclude his tenure. During the August 17, 2026 Board meeting, Trustee Rossmeissl shared his intention to step down at the end of the calendar year. He shared that it has been a great honor to serve the Union School District community, its students, and staff since 2017. The District and Board of Trustees will formally recognize Trustee Rossmeissl for his significant contributions and years of dedicated service at the November 17, 2026 Board meeting. Union School District is deeply grateful for Trustee Rossmeissl’s years of professional leadership, exemplary public service, and his ongoing commitment to the Union School District over the past 10 years. Introducing Incoming Trustee Brooke Libman
When Mrs. Libman begins her term in December, she will bring a strong track record of community involvement, executive leadership, and deep advocacy for public education to her role. A district parent with children attending Guadalupe Elementary and Dartmouth Middle, she has served as President and Board Advisor for the Guadalupe Home and School Club, represented her school on the Superintendent's Parent Leadership Council, and chaired the Measure V Campaign committee in 2024. Professionally, Libman brings more than two decades of corporate experience, currently serving as a Senior Customer Experience Manager in the software industry. USD is excited to welcome Mrs. Libman in her new governance role this December.
